POLICY IN BRAZIL



With its 32nd president and the first elected through democracy, Fernando Collor de Mello , Brazil has experienced instability with the confiscation of savings over 50 000 dollars per 18 months, rising taxes, the opening of markets, removal of over 300 000 civil servants and the changes of its currency (New Cross) Such measures were part of his economic plan to stabilize inflation. This was called Plano Collor or Plano Brasil Novo. Students outraged by such measures have created the movement Caras Pintadas in the course of 1992 asking the empeachment (removal of undesirable persons from exercising a public function) of then President Fernando Collor. This after allegations of corruption against the president who joined other complaints about his campaign, said to have been manipulated by public opinion (Rede Globo). Fernando Collor resigned in an attempt to avoid impeachment proceedings based on allegations of corruption. Although he resigned, the impeachment process continued and Fernando Collor had been stripped of their rights for eight years at the discretion of the Senate.
In the next government of Itamar Franco (Vice F. Collor), the country has experienced economic stability and growth with the Plano Real (1994), which matched the parity of the currency and the dollar through a currency band. The then Finance Minister, Fernando Henrique Cardoso was the one who implemented the Plano Real. The Plano Real had: conversion rules and the use of monetary values, started the indexation of the economy, and decided to launch a new currency, the Real. The Plano Real was in the months and years following the economic stabilization plan most effective in history, reducing inflation (objective), increasing the purchasing power of the population, and reshaping the national economic sectors. This plan saved the country and assured Fernando Henrique Cardoso two terms as president of Brazil.
